Confluence Cloud - Create a User - Why is "Create" and "+" different?

Confluence Cloud today (Oct 12/17), we noticed that when creating a user there are now two options.  You can use the "create user" button in the top right (Wow there's actually a button with an actual name not some cryptic symbol).  Which will give you this screen:

OR you can use cryptic symbol "+" in the top left, you get a choice to "invite a user" and you get this screen:

IMHO, I would think the first one is for a bulk invite, the other for an individual invite.   Why can't there be "Create User - Bulk" and "Create User".  

Curious to see what other's experience has been?
