Cannot change user name

I have admin right, and I want to modify the user name on ATTLASSIAN using admin right. But I cannot change.

What user name are you trying to amend?

What type of account are you using to log in?  Google, Atlassian Access, or the default Atlassian Accounts?

I am using the default Atlassian account.

I want to amend the following user account name.

yuichi.hoshino@unisys.co.jp

HOSHINO to Yuichi Hoshino

Ok, you'll need to log into the Atlassian account system with that account and amend the display name for it.

Do I need to log in as the user account? Is it possible to amend the user name with admin account?

Atlassian accounts belong to the person who created it, not the admins of a site.

Atlassian accounts can be "claimed" by organisations when the organisation owns the domain (In my case, I have an Atlassian account owned by Adaptavist, which our admins can make changes to, but my main Atlassian account is mine, I'm the only owner of it)

So the next question is now "do you own the account?".  If you do not, then, no, you can't make changes to other people's things without their permission.
