I am a global admin of Confluence trying to remove users. I am trying to follow the instructions outlined here: https://confluence.atlassian.com/doc/delete-or-disable-users-138318.html, but do not see any "User Management" tab. The closest thing I can find is Security > Global Settings > Manage Groups, but that takes me to an error page that says I don't have permission to view (which cannot be correct because I am the global admin). \
Any help would be greatly appreciated!

The documentation you are reading is for server/DC version of jira. Go to http://admin.atlassian.com/ and from there select your instance, and then user management. That should do it. If not, read this:

@Alex Koxaras -Relational- We ended up needing to reach out to support to get myself added at the appropriate admin level and then had to claim our domain and merge some legacy accounts, but you got us pointed in the right direction! Thanks!
