About changing the timezone in confluence cloud

Is the timezone of confluence cloud UTC by default? Can it be changed? Will it be left to the site to be created?

@青山 明 timezone is currently controlled as a user preference, not on the site level.

There is a change request to make this controllable on a site level which you can vote for:
