How do we use the arm templates

Can someone help me to understand what is the use of createCrowdOffering.sh and createProductOfferings.sh available at https://bitbucket.org/atlassian/atlassian-azure-deployment/src/master/scripts/ The documentation doesn't say anything about how to use these files and while deploying datacenter using CLI we don't use them.
Also, why is the createUiDefinition.json file inside each product folder is used?
