Why is my address out of range?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I'm trying to buy a certification, but the page will not allow me to complete the purchase. I'm in Phoenix, Arizona.
The message displays every time I put in my zip code. I'm inputting 5 numbers with no spaces. I have also tried inputting five numbers, a dash, and then four numbers, to no avail.
