We have a local account in Atlassian cloud that has the same information as the SSO account coming from the identity provider. As a result, the user is being asked to grant permissions after logging in at the identity provider. How to resolve this and stop it asking for permissions. Is it a case of deleting the local account and letting SSO recreate it?

you should be able to move the account from the local authentication policy to your SSO authentication policy.
