How do I grant user "Organization Admin" rights?

I'm in my organisation where I can see users, groups, product access etc, but I can't find a 'Settings', nor can I find where to add a second org admin anywhere within this section. Can you have more than 1 org admins for Jira Cloud?

The details you mentioned are related to User management where a site administrator can manage users and products.

If you are the Organization admin for the site you are accessing, then you will see a label next to your name and the options to access the Organization settings on the top.

You can access all organizations where you are an admin on admin.atlassian.com.
