My organization has two different identity provides for which I'd like to set up for account provisioning using your SCIM functionality. Is this supported?

This is not something that Atlassian has available yet, but they are working on it. You can track the progress of that functionality here:

I recommend watching that ticket and adding any relevant comments you think will assist with the development of this functionality to that ticket.
