Are Confluence guest user billable in Atlassian Access?

I'm reading up on single space Confluence guests (, currently in beta) and I had a question related to Access billing for guest users.

If I have a managed user who is synced via an external directory that only needs access to a single space in Confluence (and does not have access to any other products in my organization) and I convert them to single space guest will I still be billed for this user in Access? My understanding is that users who do not have access to any products are not billable in Access:

My question is: Does Confluence guest access count as product access for Access billing purposes? (or is there an aspect of this that I might be missing?). Wondering if anyone has come across this yet or been able to test it?

Updating for future reference. Long story, short: Yes, standard Access billing will apply to Confluence Guest users with managed accounts.

As part of the beta program, Atlassian Access billing policies were waived for managed accounts with the Confluence Guest user role. As the Confluence Guest role is made generally available (GA), standard Access billing policies will go into effect for guests with managed accounts.

At the time the question was originally posted Access billing was waived for these users.
This is only related to Access billing. These Guest users do not contribute to Confluence, as mentioned, within the limits as determined by the number of billable users for your site.

I can confirm starting today, 22 nov 2023 guests are free with regards to Confluence billing. However, it counts within your Atlassin Access billing and Atlassian will charge Atlassian Access license costs for them.

Have a look at this KB, Invite guests for external collaboration.

Guests are free, but you can only have 5 guests per paid user, but the total number cannot exceed the current user limit.

Hi Mikael,

You're right that guests are free with regards to Confluence billing. I was wondering how this might affect Access billing. I recently came across a Community post with answer and I have linked it below.
