Structure is disabled after the server reboots

We are running Server. After reboots, Structure is consistently disabled. I am an admin and can go to applications and reenable it. However, this is not idea as our entire program is using it to track tasking. If our digital team is not available, structure is not available. Unfortunately, none of us are seasoned Admins. Is there some default configuration saved that Jira uses on reboot? Everything other than Structure seems to come up normall.
