Project Configurator is not importing over the Team data to Target Instance. What causes the team data not to be imported over to my target Instance, I am doing a full Project Import

Could you clarify if you are talking about the teams in Advanced Roadmaps in Jira Software ? This is a very recent functionality in Jira Software so most likely PC will not migrate it, however you can make new proposals for new features to be developed on PC through this link.
