Nested Horizontal Navigation Bars

I am trying to create nested horizontal navigation bars using 'Horizontal Navigation Bar' & 'Horizontal Navigation Bar Page' Macros, but I'm running into an issue. 

I put the nested menu (so bar + pages) into the appropriate page field, but then all these pages show up in the top level menu as well, and all top level pages show up in this (supposed to be) sub-level menu. In short, it seems that the Horizontal Navigation Bar Macro is unable to distinguish between top- and sublevel, and just displays all pages in the section. 

Does anyone know a solution or workaround to this problem? 

If anything is unclear, please ask and I will try to explain more.

For the sub-level menu please use "Tabs Container" macro and "Tabs page" for the sublevel items.

So remember the hierarchy is like 

1)  'Horizontal Navigation Bar' & 'Horizontal Navigation Bar Page'  for level 1 headings

2) "Tabs Container" macro and "Tabs page" for sub level headings
