Is there a way for an Escalation service to get data from an event listener when it is triggered?

Hi
I am hoping for the escalation server to be able to capture data once the event listener is triggered, so that i can then use this data to write a bulk email of all issues without an Estimate.
I am currently using Jira Cloud and i am well aware of the restrictions this presents.
Hope someone can help
