I'd have a look at the docs and help for the polarian class that you have imported.  Your code is using it incorrectly, but it's not Atlassian code, so we're probably not really able to hgelp you.

same code I am able to execute from eclipse using same jar

Jira is also expired is there any impact on this above  error.

It depends on what has expired.  If it's a dev or evaluation licence, yes, it might be, as a lot of the API goes read-only.  If it's a full commercial licence, it won't be a problem
