Accept mandatory fields when clicking on next actions such as Developed, QA Approved, etc

Currently we need to EDIT the defect and update mandatory fields instead when clicked on an Action such as Developed, QA Approved, etc where the administrator have defined mandatory fields then JIRA should prompt a screen to accept mandatory fields and after accepting the details should transition the issue.
