Unable to create Programs in Portfolio

Hi Folks,

We are using cloud-based Jira and recently started working with Portfolio (both with new UI).

Things are going well with Portfolio except I can't seem to access the 'Create Program' screen.

I have an option to 'Create Plan' but nothing for Program, and no header menu either. I do have the left side bar menu and it has 'Create Plan' option but nothing for Program. We do have multiple Plans created.

The Portfolio permissions look good, and I am set as Jira-admin so portfolio-admin should be  inherited from what I understand.

Thanks for any ideas!

Here is an answer from Jira Cloud Support:

The Program feature was only released for the Server version of JIRA Portfolio as you can see below.

The Cloud feature request is still open, and unfortunately, we don't have any ETA related to this feature.

Does this mean I can't set up any hierarchies in the Cloud Version?  Only Epic/story/sub-story?

I am new to this but .... Hierarchies can still be built in cloud version. 

I've done it by adding new 'Issue Type' in Jira (under Settings > Issue Types).

Once created, the new itemType will appear in Portfolio and can be associated with a level in Portfolio.  (Portfolio > Settings > Portfolio Hierarchy Configuration)

Hope this helps.

@Mike Wall  Isn't the point of programs and initiative to create a hierarchy? How can you achieve that just by creating new issue types? I am using Jira Cloud.
