No, I don't think that can be done....currently. I know Atlassian are working on creating a more holistic "Team" concept across their products, but that is about all I know at this point.

The other thing worth pointing out is, currently (and this IS likely to change) adding team members to the Shared Teams....does nothing. Other than providing a list of people in the team, it has no functional value in Jira. So, currently no don't need to worry about team turnover as the Team concept in Jira (for now) does not relate directly to the people in the team...it is just a virtual (team) concept.
