Jira Admin don't we have permission to edit plans

Hi,

I am admin, but in few plans which are readonly by users, admins are unable to access it, what might be the cause. 

we have set permission as Jira -admins as shown in IMG!.

But in some plans we are unable to see gear icon as shown in IMG2.

You need to verify roadmap permission for that plan. Even a JIRA Admin could not be able to see a plan.

You need to add jira administrator profile in "Advanced Roadmaps Administrator" permission.
This is like a supreme level within Advanced Roadmaps. Add only the "jira-administrators" group

Without that, you can actually have the view/edit permission restricted to some plans, as long as the person who created the plans sets limitations on who can edit.
