I would like the portfolio initiatives to inherit (for the monitoring of progress) the User Stories linked to the Epics related to the initiative.
This is useful for projects in Kanban where activities are not currently estimated.
Example:
Let's suppose Two Epic 1s and 2s hooked to an initiative, which contain within them 2 Stories Each.
Let's suppose a User Story of Epic 1 in Done.
So I expect the progress of Epic 1 to be 50%, the progress of Epic 2 to 0%, and the progress of the initiative to be 25%.
Currently if the Epics have not been completed (i.e. with all the User Story below in Done) I can only view the progress of the epics and not of the initiative.

When the progress bar is not showing up in the progress column, there are a few things to look at per your noted setup.
First the Issues must have an estimate to have a calculated impact on the progress, so for unestimated issues in your plan I would recomend setting the "Unestimated item scheduling" option under the plan configurations to "Base on default estimates" giving unestimated issues a default weighted estimate, exe:
Next thing to look at is completed issues, to get the completed issues calculated against the progress the default will be looking at issues completed during the current sprint, and kanban boards not using a sprint will not have any done issues under this setting, select the "More" drop down and select one of the period based options or set a custom date range to include the completed issues in the progress bar, EXE:
