Can Portfolio "Initiatives" and "Themes" be assigned to Issues from Jira

Is there a way to assign Portfolio "Initiatives" and "Themes" to issues from Jira?  This would make it easier than having to give permissions to Portfolio to all our Jira users and have them learn that interface.

Hey Joel,

You are only able to set Themes within Portfolio Plans. It is not a field available for searching or editing in JIRA Software.
