There's not, because the definition of a project in Jira has its intricacies. It depends on what you want to track as progress.
Portfolio for Jira might do it if you're looking at the percentage of time worked over multiple teams. If you're looking for something closer to project management, it probably won't work.
There's a number of apps that can benefit you but again it depends on what you want to track.
