TL:DR
Trello announced all the way back in march that Free workspaces will have a limit of 10 Collaborators (members of the workspace or boards). On 20th may, this limit was applied. If you exceed the limit the boards in the workspce will become view only. You have 2 options, reduce the number of workspace collaborators to 10 or less or upgrade the workspace to Trello paid plan
You can see your current count by going to Workspace > Members in the left sidebar
