Trello subscriptions are based on the number of billable members you have within your Workspace, and regardless of which Workspaces these members are part of, they won't affect the final price of your subscription unless you decide to upgrade your Workspace and keep them as Workspace members.
Here's a quick example to illustrate. Let's say you have 11 Workspace collaborators (Workspace members + Workspace Guests) in one of your free Workspaces, split into one Workspace admin, nine single-board Guests, and one multi-board Guest.
Then, you decide you want to upgrade your Workspace to the Standard plan. So, to upgrade your Workspace to the Standard plan, you'll need to pay for two licenses. Yours and the multi-board Guest of your Workspace, as both of you would be considered billable members.
In summary, your subscription's final price will always be based on the number of billable members of your Workspace. In a paid Workspace, there are two ways a member can be billable:

Workspace members - Anyone who is a member of the Workspace, including admins.

Multi-board guests - Anyone who is not a member of the Workspace but has access to 2 or more boards in a single Workspace.
Now, if you remove the Workspace members of your Workspaces and keep them below the maximum number of 10 collaborators (Workspace members + Workspace Guests), you should be all good to continue using them without needing to upgrade to any of our paid plans.
