Why can't I add people to a board?

Hi,

I've set up a board and I'm trying to invite some people to it but I'm not seeing the option to "Invite". Where am I going wrong?

To the right of the board name, there should be a button that says "Invite" (next to your face).

I have a problem. I press this "Invite" button, but the user doesn't receive an invitation. I also generated a link for the invitation. But the service writes that it was deactivated when trying to join the board. What I can do?
