Why can't I add a collection in Trello?

I have a premium Trello account, and I created 3 collections a a couple months ago.  I just tried to add a new collection, but the "add new collection" option doesn't come up on the drop down menu at "filter by", as it has before.  Am i missing something?

Never mind. I found I can add the collection when I try to add a board to a collection.
