Which programming language to create a Power- Up ?

Hello everyone, 

 Which programming language do I use to create a Power-Up ?

 From what I read it seems to be HTML, but it is not explicitly stated so I am not entirely sure.

 Any help is appreciated.

All you need is a bit of HTML and JavaScript to make a useful Power-Up.
