Is there a way to set a color label to a specific list that way any time a card is moved to that list it takes on the label of that list? Or do you have to change the label every single time?

That sort of automation is not possible natively within Trello, but you might want to check out Butler for Trello, which does allow you to set up that sort of automation, that can take specific action based on specific criteria.
Without Butler, yes, you'd need to assign the label each time.
