Attempted to update email. After edit, confirmation email never sent. Wash, rinse, repeat, same outcome. Confirmed email entered correctly.

There are a couple of different reasons this can happen. If email address has had a previous message sent to it, and the mail server responded with a failure, that address can be added to an internal suppression list that Atlassian operates.
Could you share with me the email address in question? If you do not wish to share it here, I understand, you can also create a support request with our team, and someone can assist you there.
