Here is my problem
I have an user that is a Team member, but he is not a Board Member.
I want him to just see and comment in cards in a specific board.
Everything is fine with one exception:
In the comment text area, the link to add attachments is not visible.
Commenting Permissions is set to Team members.

This one is a bit tricky as adding an attachment to a card, even via comment, qualifies as editing that card, which a user can only do as a member of the board. You can absolutely set this board to receive comments from non-board members, but non-board members won't be able to add attachments unless the board is completely public.
Unfortunately, we don't currently have a workaround for this type of configuration. If it's important that this user have the ability to add attachments, it may be worthwhile to add them as a board member with explicit instructions to comment only, not to manually edit the card. That may work in this case!

unfortunately in Brazil people do not work very well with limits.
If they have a chance to do something that is not allowed using another way, they will do.

What do you mean "unless the board is completely public"? How could we set board COMPLETELY public? I have set the Commenting Permission as public, but the public user has no attachment icon seen in card. I use my board as issue reporting, so letting users (without joining board as member) add comments with screenshots is necessary.
