I can see it's possible to see the progress percentage of a checklist within a card, but is there a way to report on all checklists within a board? Ideally looking for a free option that will just give me a basic percentage of the number of complete check-items compared to the total number of check-items in the board.

 @Hannah Humbert - Simpla Workflows 

As far as know there is none. Besides going through every card to do a physical count, Trello update the a checklist badge you can use to gather the statistics instead of iterating through every checklist.
