The right Trello package for my needs

I want to move to Trello but trying to understand the pricing.

I have a project with 50 people. About 10 people feed the boards, the other 40 watch and get notified when they are selected to do a task

Also, if something goes wrong on the job, the 40 watchers should be able to take a picture with a cell phone and post a picture of whatever went wrong to a card.

Do I have to buy 50 licenses or can I buy 10 for the admins and the other 40 executers we can use the free account or the gold ?

@Nelson OliveiraAs far as I understand Trello's pricing structure, if you go with a BC you will have to pay for 50 users, even if 40 of them are only watchers. What counts is that they are members of the board.

Maybe it's better to go for Gold for these 10 accounts then.
