Sharing a board with clients

I have created a Trello board template I want to share with students and clients. I don't necessarily want it to be a public board.

How can I do this so they can create a copy of the board and not be a part of my workspace? I don't want to pay for every single client/student. Will the board have to be made public in order to do this?
