Sharing Templates

I made 3 templates all in the same Business Class Workspace. They are currently set to Workspace Visible. I've shared each individual template invite link to people to swipe the template and put it into their accounts. It's working for some people and not for others for various reasons. I can't figure out why they can't connect. One thing I've noticed is that not a single person is who has gotten access is on any other template. They are only on 1 template. For example a guest user can get onto the hiring template, but not on the current team template. Is there a limit? How do I fix this so I can have multiple people outside of my organization, copying my templates and getting more than 1 template from me.

I do not want to make them public, because my understanding of "public" means that anyone can see these and I'd like to keep them for my clients.
