We have a Trello Premium account and there is NO reactivate user button in the members list.
Hi @Dianna_brumlow. There are 2 ways that a user can be deactivated in Trello. Either they can be deactivated from the Workspace within Trello, or their entire Atlassian account can be deactivated at the organization level. If the user was just deactivated from the Workspace, you should be able to reactivate them, but if the user's Atlassian account was disabled, they cannot be reactivated in Trello unless the account is first reactivated at admin.atlassian.com.
