If I buy licenses for Trello, as my team changes and people come in and go out, can I re-allocate a license from someone who has left the project to the new replacement?

If you are using Business Class and a team member leaves the Business Class team, it frees up a membership spot which can then be taken over by a new user at no additional charge.
