If you want to limit the access to specific content, we recommend you to create new board for each type of group. Learn how to create new board in here https://help.trello.com/article/707-creating-a-new-board
There's another king of permission / visibility that is called OBSERVER. With that you can limit the members / guest action only with comment and likes. See more information in here https://help.trello.com/article/732-adding-observers-to-boards
