There are a number of factors that determine how Atlassian prioritizes bug fixes. You can learn more about this by reading the Atlassian Cloud Bug Fix Policy
A workaround that might work is to ask those users to set their profile picture to be visible to "Anyone", we are still investigating if this works for all cases. Ask those users to access https://id.atlassian.com/manage-profile/profile-and-visibility and check who has visibility to see their profile picture and set "Anyone". Then refresh your page, and let's see if it'll solve the problem.
