I am unable to add or remove users from a workspace because the owner of the workspace is no longer working at my company and their account is not accessible.
How can I work around this?

Have you seen these articles about changing the admins of a workspace?
The most promising solution I see in them is to recover an account by doing a password reset. If they've used a company address, you possibly could get that email and reset the password for their account in order to make yourself the owner of the workspace.
