When I used Trello in the past, anyone I invited as a guest (now called an Observer) could collaborate on the board to which they were invited. They could send messages, update cards, etc.
I do not see this functionality, as I have one guest who cannot use it.
Has something changed, or is there something to be "turned on"?
@Mark D_Ambrosi - Guests and observers are two separate board member types. Observers have view-only permission to the board (cannot make edits), while guest members have full edit permission on the board. The thing that distinguishes a guest is that they do not belong to the board's workspace.
If you have a board member marked as "Observer" and you want them to be able to collaborate on the board, change their membership to "Member" in the Share menu.
Here are a couple of articles that hopefully can help clear up the differences between observers and guests.

Let me know if you have follow up questions!
Andrea, I hadn't gone into each "observer" to see that I could change them to "member." I checked with the person to whom I made this change, and he said he can now edit.
Thanks, Mark
