You can purchase a single license for Trello Business. However, the more people you have at the Team level the more it's going to cost. E.g. I have a BC subscription for myself and my husband and we pay around £280 annually. If you have 18 Managers, you're looking at paying close to £2000 a year just for the managers.
If you have single board guests, these aren't chargeable, but if they're on more than one board, they become chargeable.
A member who is only on one board, is not chargeable. As soon as that individual is added to another board, they become a paid for member. Likewise, single board guests aren't chargeable.
