My user is not getting a recovery email to his email account

My user does not remember his login information so I deleted his user and then sent him a link for a new user id.  He got this immediately.  The system recognized him and then he sent the request for a recovery email as he does not know his password. He has not got the email.  What else can he try?  There is no option  for "forgot password?"
