We have begun using Trello as a tool for onboarding new employees with each new hire receiving a board created from a "master" board that contains links and activities to be completed. The question: Is there a way when there is a new activity (add a card) or change to an activity (Update a card) that this can be pushed to the other boards? Zapier isn't a solution because we are talking about 100's of boards/cards.

Unfortunately, that is not a feature natively within Trello. I'll let our team know thats something you'd be interested in seeing!
