If two departments in the same organisation have created seperate business class teams using their own departmental credit cards to keep their respective license expenses seperate, can members be a part of both teams without paying the licence fee twice?

Business Class is billed per team, so they would be charged twice in that scenario.
What many businesses do—and what we recommend—is to use a single team as your Business Class team and to associate all of your boards with that team. Then, using the Collections feature, organize your boards into various groups. The following articles should help with the transition:
