If a board is set to public and anyone can click a link to view it, does that count as collaborators

The free version of Trello is limited to 10 collaborators (including guests).  If the page is set to public, does that mean the link can be shared with an unlimited number of people or will it still only allow 10 collaborators?

Atlassian Team members are employees working across the company in a wide variety of roles.

People who just view the public board but are not members of the board or its Workspace do not count as collaborators.
