I have the Visibility set to Organization so that only me and the other owner of the board can edit

But I have found that other people in my company, that are not members of the board can archive cards, etc.  I need the board to be visible to the whole company, but it needs to be locked down so that only me and the other board member can edit the board.  I understand that Admins will be able to edit the board which is fine, but non-admin should not.  Is this possible?

It all depends on how you have set up your users in the workspace.  https://support.atlassian.com/trello/docs/changing-permissions-on-a-board/ How are those users setup on the board Observers or Guests?
