The limit includes all collaborators in the Workspace, meaning that it includes guests as well as members. If you go to the Workspace members page and look in the sidebar, you will see the number of total collaborators. From that page, you can also go to the Guests page and remove any guests as needed to get under the limit, or you can upgrade if you need to continue collaborating with all of those guests and members.

Having 4 workspace members does not necessarily mean there are only 4 collaborators. As my colleagues explained earlier, the number of Guests also counts in this equation.
By the way, if you still have 10/10 collaborators and the purchase notifications keep popping up, I highly recommend clearing your cache and refreshing the webpage to see if that solves the problem.
