For a particular Board, I want to add an admin, but option is grayed out. Why?

I'm the admin for the organization's Trello.  For one board, the option to add an admin (board level) is grayed out.  Why?

Is there some setting that whoever is the original creator of the board is the only one who can change settings?

@SASE Web yes if you didn't create the board you're not an admin of it, but you can copy it and leave the old one

thanks.  so I would identify the admin of the board and have them change the permissions.  However, if that person also has the option grayed out, is there anything else one can do?
