Yes, it doesn't charge you a fee if you invite someone directly to a board but they are only on ONE board in your Workspace.
Guests are people that are invited directly to boards, but are not members of the Workspace.
Workspace members are people that have been invited to the Workspace.
If you have a Guest on only one board in your Workspace, no charge. More than one board, fee.
