Can the person who has the license add more than 10 collaborators?

Hello,

If I update to the standard, this being per user, but there are more people in the workspace, can the person who has the license add more than 10 collaborators? Or is this license needed for each individual person so that there can be more than 10 people in the workspace?

Once a Trello instance is upgraded, any user who is allowed to invite or add members to Trello can do so.

The upgrade is applied to the Workspace, not a single user.
